What to expect, from submittal to Certificate of Occupancy

Mesa runs its permitting entirely online through the City's DIMES portal — submittal, fees, plan-review comments, permit issuance, inspections, and your Certificate of Occupancy all live in one system. Most projects follow the standard path below, with expedited review and small-project options available. SOKO manages the whole process for you.

The Standard Process

  1. Submit through DIMES
    The application and plans are uploaded to Mesa's online portal and the intake deposit is paid.
  2. Plan Review & Corrections
    Plans are reviewed against Mesa's adopted codes. If anything's needed, the City sends a system email and posts all comments/markups in DIMES; we revise and re-upload. (Typical target windows: residential around 10 working days, commercial around 18 — expedited options are faster.)
  3. Fees & Permit Issuance
    On approval, DIMES sends a "fees due" notice; once paid in full, the permit is ready to issue.
  4. Inspections
    Inspections are scheduled in DIMES or by the City's automated line, using the permit number and inspection code. Each phase must be inspected before it's covered or concealed.
  5. Final Inspection & Certificate of Occupancy
    After all inspections pass — including on-site and off-site work — the certificate is generated automatically and retrieved right in DIMES.

Faster-Track Options (if your project qualifies)

Permit by Inspection
On-site plan review by the inspector in place of office review — for minor interior remodels / tenant improvements in eligible occupancy groups.
Self-Certification
For qualifying commercial projects, a registered design professional certifies code compliance for faster issuance.
Expedited Review
Paid faster-turnaround review tracks when a project needs to move ahead of the standard queue.
