What to expect, from submittal to Certificate of Occupancy
Scottsdale Planning & Development (SPUR) · 2021 I-Codes + 2023 NEC
Scottsdale runs permitting through its SPUR online portal (Smart Planning, Use & Regulations), the City's current system for submittals, plan review, and inspections. A new SPUR account is required for new projects. Most work follows the standard path below; minor residential work may qualify as a "minimum" permit with no plan review. The Standard Process
Submit through Scottsdale SPUR
The application and PDF drawings are uploaded to the City's portal. Applications aren't processed until fees are paid. Commercial and major projects may need a pre-application meeting first.
Administrative Review
The City checks the submittal for completeness and accepts it into review.
Substantive (Technical) Review & Corrections
Plans are reviewed against Scottsdale's adopted codes. Correction comments are posted in SPUR; we revise and resubmit in the portal until the plans are approved. (Target review windows vary by project type — small-scope work is quicker than standard or large commercial.)
Permit Issuance
Once approved and all fees are paid, the permit is issued through SPUR with the approved plans.
Inspections
Inspections are requested from the permit's Inspections tab in SPUR. Each phase must remain exposed and pass before the next — and the first inspection must occur within 180 days to keep the permit active.
Final Inspection & Certificate of Occupancy
Passing the final inspection triggers the Certificate of Occupancy, allowing a business to open or a homeowner to move in. A Temporary CofO is available for partial occupancy.

"Minimum" Permits
Most single-family electrical, mechanical, and plumbing work — HVAC change-outs, water-heater replacement, service upgrades, re-wires, gas/water/sewer repairs — needs no plan review and can be pulled online, effectively same-day.
